About Us

CASPR is a 501(c)3 Non-Profit Rescue located in Weiser, Idaho. CASPR is dedicated to helping animals escape euthanasia and abuse. With a passion for helping animals, CASPR rescues and fosters dogs and cats from all over the United States.

CASPR is one of the few rescues in the country that takes special needs dogs and cats.  Our founder, Charlie, is passionate about all animals receiving the quality of life they deserve, even if it might be for a short amount of time.

Even though we do not have a facility yet, we have a great network of fosters who help us with our mission of providing animals with the quality of life they deserve.

Our logo captures Casper as she was known to those who met her; happy and excited to live each day!

We invite you to "Meet Casper" and read her story.

Casper was a dog who was loved by everyone who knew her.  She was deaf and blind but she didn't let her disabilities limit her.  She was active, playful, and always curious.      Our founder, Charlie, fell in love with Casper the minute she saw her.  As a lover of dogs and special needs dogs, Charlie knew she had to give Casper a loving and caring home and thus, a forever relationship was born.      One day Casper managed to get out of the house unsupervised.  Knowing everyone who met her loved her, Casper was not scared but confident in her adventure, but this time she didn't have Charlie with her to keep her safe.       Coming toward Casper was a man pushing a baby in a stroller.  Sensing a human walking toward her, Casper quickly approached the man and his baby, hoping to make a new friend.  Not knowing Casper was blind and deaf, Casper's friendliness was misunderstood as a threat and the situation escalated, even though Casper did not provoke the man or his baby.  In the short time that Charlie realized  Casper was missing and the time she found her, Casper was in critical condition.  Casper's condition never improved and it wasn't long before Charlie's beloved dog, Casper, crossed over the Rainbow Bridge.      Vowing to never have a special needs dog experience such a tragic ordeal that Casper had endured, Charlie started CASPR so all dogs can have the quality of life they deserve.
